This complaint is substantiated because video footage shows Staff #2 lifting a child by one arm and pulling her to her nap mat. Additional concerns noted include Staff #2 completing diaper changes on four different children and did not utilize a disposable cover, did not clean and sanitize the diaper-changing mat, and did not complete handwashing for herself or the children. On two separate occasions, during the diaper change, Staff #2 walked away while the children were left on the changing table.

There is no evidence to substantiate the complaint because although Staff #1 admitted to using a cell phone to record videos while children were in care, OCCL is unable to determine when the videos were recorded to determine if there was sufficient staff in the classroom.
