This complaint is substantiated for a staff member drinking while working with children because multiple staff observed the staff drinking the alcoholic beverage, the staff member told others she was drinking, the can was found in the center by the administrator, and video footage was observed of the staff drinking while children were in care.     On October 27, 2021, OCCL received a complaint regarding improper discipline. An investigation was conducted on November 3, 2021. There is no evidence to substantiate improper staff-to-child ratio because four staff were interviewed and each staff at the center stated the classrooms maintain the correct 1:6 staff-to-child ratio in the toddler rooms, and the documentation obtained reflected correct staff-to-child-ratios were being maintained. This complaint was substantiated because the administrator stated an unqualified staff member was serving in the role of the curriculum coordinator.
