After speaking with administration and observing classrooms, staff members were actively engaged with the children and were not using cell phones. The administrator stated staff sometimes need to use cell phones to access the ProCare application when iPads are not working.

Based on the results of this investigation, this complaint is substantiated because infant daily logs from August 10, 2022, and August 11, 2022, show Child #1 was not fed according to his monthly infant feeding schedule. The child was not fed the proper amount because he was transitioning from using a bottle to a cup and often refused the cup.
