    The Office of Child Care Licensing received a complaint on February 5, 2024, regarding staff not following correct diapering procedures. An investigation was conducted on February 15, 2024. Based on the results of this investigation, there is no evidence to substantiate that staff are not following correct diapering procedures because both staff who were interviewed stated they follow proper diapering procedures in the classroom. Also, daily logs from the one-year-old classroom show children s diapers are being checked hourly, diaper cream is applied if necessary or requested, and diapers are being changed as required.

    On November 17, 2023, a complaint was called into the Child Abuse and Neglect Report Line and not accepted for investigation by the Institutional Abuse Unit. It was sent to the Office of Child Care Licensing on November 20, 2023, and accepted for investigation for improper discipline. An investigation began on November 20, 2023, and ended on November 30, 2023. The complaint is substantiated for improper discipline based on video footage viewed and interviews with staff members. Video footage showed staff grabbing and pulling Child #1 s arm, yelling at Child #1, sitting them down forcefully on the ground, and pulling Child #1 s jacket hood while trying to redirect Child #1.
