  The Office of Child Care Licensing (OCCL) received a complaint on March 11, 2026, regarding ratios and inconsistent support from administration to maintain ratio compliance. An investigation was conducted on March 16, 2026. Based on an interview and a review of video footage, this complaint is substantiated for incorrect staff-to-child ratios. Although children remained within sight of Staff #1, the staff left the immediate outside play area two times within a ten-minute period, leaving one staff alone with nine two-year-old children. When Administrator #1 observed what was happening, they intervened and corrected the situation. The center terminated employment for Staff #1.
