On June 3, 2024, the Office of Child Care Licensing (OCCL) received a complaint regarding improper discipline and not providing truthful information to a parent. An investigation was conducted on June 7, 2024. Based on the results of this investigation there is no evidence to substantiate this complaint because the video footage shows that Staff #2 used her foot to push Child #1 s cot and immediately attended to his needs when he fell backward. Also, Staff #1 provided LS Flowers with an accident/injury report which Child #1 s parent refused to sign. The administrative team confirmed Staff #2 was counseled to move a child off a cot before attempting to move or reposition the cot.

On August 31, 2022, The Office of Child Care Licensing received a complaint regarding a lack of supervision and improper discipline. This incident had previously been self-reported to OCCL by the facility administrator. An investigation was conducted on August 31, 2022, and September 7, 2022. Based on the results of this investigation this complaint is substantiated because LS Flowers and Budin observed video footage of Staff #1 picking up a child by the arm. There is no evidence to substantiate this complaint because all two staff who were interviewed denied ever observing staff use improper discipline with children and video footage reviewed the Delaware State Police and Institutional Abuse did not show any concerning behavior by staff. Additionally, the staff accused of using improper discipline denied these allegations.
