Staff #1 and Staff #2 both stated they have never observed any staff member in their classroom engage in improper discipline. On January 17, 2026, the Office of Child Care Licensing (OCCL) received a complaint regarding concerns related to the program s kitchen being unsanitary and the alleged presence of black mold at NCC Head Start, Inc. Absalom Jones. An investigation was conducted on January 20, 2026. Based on the investigation, there is no evidence to substantiate the complaint. While minor cleaning needs were identified on certain kitchen equipment through pictures, conditions observed did not rise to the level of unsanitary or filthy, and no evidence of black mold was found. LS #1 conducted a comprehensive tour of the facility and did not observe any unsanitary conditions.

There is no evidence to substantiate this complaint for improper discipline, as both Administrator #1 and Staff #1 denied the use of any improper discipline based on interviews. On November 22, 2024, a complaint was reported to the Office of Child Care Licensing (OCCL) regarding allegations of improper discipline. An investigation was conducted on December 3, 2024. There is no evidence to substantiate this complaint. Administrator #1 and 14 staff members were interviewed, and all reported that they had never observed improper discipline being used by any current or former staff members of the program and noted they did not witness any staff hit a child on the head.
