  On July 14, 2025, the Office of Child Care Licensing (OCCL) received a complaint regarding cell phone usage, photograph/video policies, beginning employment prior to eligibility determination, and not keeping the children safe by bringing turtles into the center. An investigation was conducted on July 16, 2025. This complaint is substantiated for beginning employment prior to receiving an eligibility determination because according to staff interviewed, Staff #1 began working at the center on June 17, 2025, but the eligibility letter was not received until July 7, 2025.   On March 25, 2024, the Office of Child Care Licensing (OCCL) received a complaint regarding lack of supervision, not being respectful, not following the termination policy in the handbook, and not having an administrator onsite at least 50 % of the hours of operation. An investigation began on April 1, 2025, and concluded on May 1, 2025.   On April 29, 2022, a complaint was accepted for investigation by OCCL regarding the center not following its suspension or expulsion policies. An investigation was conducted on May 12, 2022. There is no evidence to substantiate this complaint because the center followed their handbook which stated they can terminate a child for any reason. A concern noted is that during the investigation, it was determined Staff #1 was alone with after school children between the hours of 3:30 pm and 5:00 pm. Staff #1 did not have a DEEDS Early Learning certification at the time of the complaint allegation and was not qualified to be alone.

  On March 18, 2022, a complaint was accepted for investigation by OCCL regarding improper discipline, a staff being disrespectful to a parent, and not understanding and respecting the needs of the child and their family. LS Donovan and LSS Vandewater investigated the complaint on March 22, 2022. There is no evidence to substantiate this complaint because all staff members denied the allegations and a completed assessment for Child #1 were provided. Also, in the recording provided, Staff #1 is not heard yelling at Parent #1.

  On March 3, 2022, a complaint was accepted for investigation by OCCL regarding the improper release of a child. LS Donovan and LSS Vandewater investigated the complaint on March 4, 2022. There is no evidence to substantiate this complaint because all staff members denied releasing a child to the wrong parent. Although there is no evidence to substantiate the complaint, there is a concern that Staff #2 fits the description given by Parent #1, and she was the staff responsible for walking children to the door on March 2, 2022.
