According to staff interviews, observations, and documentation reviewed, there is no evidence to substantiate this complaint for incorrect staff-to-child ratios. All staff interviewed denied being over staff-to-child ratio, all classrooms were observed to be within the correct ratios at the time of the visit, and the attendance records reviewed showed all infant classrooms within correct staff-to-child ratios each day reviewed.

Four staff members interviewed stated they have had incorrect staff-to-child ratio in their classrooms.   On May 22, 2022, a complaint was called into the Child Abuse Report Line and accepted by IA. It was sent to OCCL on May 23, 2022, and accepted for investigation for inappropriate discipline. An investigation began on June 2, 2022, and ended June 6, 2022. There was no evidence to substantiate this complaint for improper discipline because Staff #1 stated she did not harm the child but was protecting him, Staff #2 stated she had not seen Staff #1 being physical towards the child and had no concerns regarding Staff #1, and the administrator had never observed the staff member being physical with children.
