The Wilmington Police Department began an investigation on April 18, 2023, but did not reply to multiple efforts by OCCL to contact them for further information. OCCL conducted an investigation on May 3, 2023. There is no evidence to substantiate this complaint for improper discipline because the administrator and all staff members interviewed denied slapping Child #1 or seeing Child #1 being slapped.     On July 29, 2021, OCCL received a complaint regarding Beverly s Helping Hands, alleging an unsafe environment, lack of sanitation, failure to wear masks during the state of emergency, POC fraud, and wrongful termination of care. There is no evidence to substantiate this complaint because: the repair of the air conditioner leak was complete, and ceiling tiles were being replaced; the refrigerators were new and clean; staff were observed wearing masks and staff stated masks had been worn when required; there was no evidence of insect infestation; the family discharged from care had been given adequate notice for cause; and children not enrolled were not being claimed for POC.
