In addition, Child #1 s care was not terminated; the parent was informed that Child #1 could not return to the center until the necessary documents were received and reviewed.

On March 25, 2022, a complaint was accepted for investigation by IA for child abuse and OCCL for improper discipline. On April 26, 2022, IA stated the complaint will be closed as unsubstantiated for child abuse with concern because the injury could have occurred at the center. OCCL investigated the complaint on April 27, 2022, regarding improper discipline. There is no evidence to substantiate this complaint because both staff members denied touching Child #1 to cause a bruise and denied seeing another staff member cause a bruise on Child #1. Both staff members stated they did not observe any bruises on Child #1 when he left the center with his grandparent.
