On October 7, 2024, a complaint was called into the Office of Child Care Licensing (OCCL) regarding improper discipline. This allegation was also self-reported to OCCL on October 4, 2024. An investigation was conducted on October 17, 2024. There is no evidence to substantiate this complaint because all three staff members and Administrator #1 stated they did not observe anyone utilizing improper discipline and denied using any improper discipline within the classroom. An investigation was conducted on March 9, 2023. There is no evidence to substantiate the reported allegations because the staff interviewed denied seeing a staff member grab a child s face. The staff stated they have never seen the staff member improperly discipline a child. They also said the staff member was respectful and did not raise her voice when she spoke with the child s parent. On August 25, 2022, OCCL and IA received a complaint alleging Staff #1 was sexually abusing Child #1, and that Staff #1 had previous allegations of physical abuse. IA did not accept the complaint for investigation because after contacting the center, the could not identify the child mentioned in the complaint because the center had no record. OCCL accepted the complaint and found no evidence to substantiate the complaint because NCC Head Start never had any affiliation to Child #1, and Child #1 s mother was also not in the archived records with any affiliation to NCC Head Start.
